Il messaggio, lanciato alla conferenza stampa di fine anno a Villa Blanc, arriva alla vigilia della comunicazione della<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"933\" data-end=\"956\">Commissione Europea<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>sul nuovo<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"967\" data-end=\"991\">pacchetto automotive<\/strong>, che dovrebbe includere la revisione degli standard<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"1044\" data-end=\"1051\">CO\u2082<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>per auto e veicoli commerciali, strategia europea sulle batterie, pacchetto Omnibus per la semplificazione e nuove proposte per la transizione green delle flotte aziendali.<\/p>\n<h3 data-start=\"1264\" data-end=\"1318\">Target CO\u2082 pi\u00f9 pragmatici e modello \u201ca tre corsie\u201d<\/h3>\n<p data-start=\"1319\" data-end=\"1884\">Il cuore della richiesta \u00e8 una correzione di rotta: obiettivi s\u00ec, ma pi\u00f9 aderenti alla realt\u00e0 del mercato. UNRAE spinge per un approccio \u201cpragmatico\u201d sui target di<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"1483\" data-end=\"1500\">emissioni CO\u2082<\/strong>, riconoscendo che la transizione \u00e8 complessa e non pu\u00f2 essere guidata solo da scadenze e penalit\u00e0. Tra gli interventi ritenuti pi\u00f9 strutturali c\u2019\u00e8 il modello regolatorio \u201ca<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"1674\" data-end=\"1688\">tre corsie<\/strong>\u201d, con politiche su misura per auto, veicoli commerciali leggeri e veicoli pesanti, cos\u00ec da evitare che una stessa regola finisca per colpire in modo indiscriminato segmenti con dinamiche diverse.<\/p>\n<p data-start=\"1886\" data-end=\"2330\">Roberto Pietrantonio, presidente dell\u2019associazione, insiste sui \u201cfattori abilitanti\u201d fuori dal controllo delle Case: infrastrutture, condizioni economiche, filiere e capacit\u00e0 di investimento. Il traguardo della<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"2097\" data-end=\"2118\">decarbonizzazione<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>resta imprescindibile, ma per essere credibile deve poggiare su dialogo basato sui dati e su una politica industriale europea capace di tenere insieme clima e competitivit\u00e0.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"2332\" data-end=\"2406\">Accessibilit\u00e0 e tecnologie ponte: la transizione deve essere per tutti<\/h3>\n<p data-start=\"2407\" data-end=\"3014\">Accanto alle regole, c\u2019\u00e8 la domanda. Per UNRAE, la mobilit\u00e0 sostenibile non pu\u00f2 diventare un bene di nicchia: servono misure che rendano<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"2544\" data-end=\"2559\">accessibile<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>il passaggio verso auto piccole, efficienti e meno costose da gestire, per famiglie e imprese. E serve l\u2019apertura alle<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"2679\" data-end=\"2699\">tecnologie ponte<\/strong>, viste come un contributo utile a ridurre le emissioni lungo un percorso graduale. Il ragionamento \u00e8 pratico: se i prezzi salgono e l\u2019accesso si restringe, il ricambio del parco rallenta e gli obiettivi restano sulla carta, perch\u00e9 l\u2019innovazione non entra davvero nella vita quotidiana di chi deve comprare un\u2019auto.<\/p>\n<h3 data-start=\"3016\" data-end=\"3089\">No al 70% Made in Europe sugli incentivi: prezzi e filiere nel mirino<\/h3>\n<p data-start=\"3090\" data-end=\"3702\">Sulla domanda UNRAE \u00e8 netta nel respingere l\u2019ipotesi di un requisito minimo del<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"3170\" data-end=\"3192\">70% Made in Europe<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>per accedere agli incentivi. Per l\u2019associazione sarebbe una misura protezionistica con impatti immediati sui prezzi, dunque sull\u2019accessibilit\u00e0, e con possibili effetti boomerang su un mercato UE integrato nelle catene globali del valore. La competitivit\u00e0, sostiene UNRAE, non si costruisce \u201calzando muri\u201d, ma con investimenti strutturali finanziati da risorse comunitarie e politiche che incentivino la produzione sostenibile senza penalizzare chi produce e chi acquista.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"3704\" data-end=\"3768\">La leva fiscale sulle flotte: pi\u00f9 risultati con meno risorse<\/h3>\n<p data-start=\"3769\" data-end=\"4722\">Il capitolo pi\u00f9 operativo riguarda la<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"3807\" data-end=\"3835\">fiscalit\u00e0 auto aziendali<\/strong>, definita \u201cil pi\u00f9 grande moltiplicatore di crescita\u201d. Le flotte ruotano pi\u00f9 velocemente del mercato privato: se si incentiva l\u00ec l\u2019adozione di auto a basse emissioni, si ottengono immatricolazioni \u201cgreen\u201d oggi e un usato pi\u00f9 giovane, pi\u00f9 sicuro e pi\u00f9 accessibile domani. I numeri citati da UNRAE puntano al rapporto costi\/benefici: nel biennio 2024\u20132025 il Governo ha stanziato 923,4 milioni di euro per incentivare l\u2019acquisto di vetture a zero o bassissime emissioni, contribuendo all\u2019immatricolazione di oltre 90.000 auto nella fascia 0\u201360 g\/km. Secondo le analisi dell\u2019associazione, con limitati aggiustamenti alla deducibilit\u00e0 basterebbe un impegno di 85 milioni di euro (al netto dell\u2019extragettito) per incentivare oltre 100.000 vetture \u201cgreen\u201d nella stessa fascia, accelerando il rinnovo del parco e alimentando un usato di ultima generazione.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"4724\" data-end=\"4792\">Italia in ritardo su ricaricabili e ricarica: la fotografia 2025<\/h3>\n<p data-start=\"4793\" data-end=\"5472\">Sul fondo resta una diagnosi impegnativa. UNRAE stima per l\u2019Italia nel 2025 un mercato tra 1,520 e 1,525 milioni di auto (-2,2% sul 2024), circa 400.000 unit\u00e0 sotto il 2019; nel 2026 un recupero lieve a 1,540 milioni. Il direttore generale Andrea Cardinali collega il ritardo italiano sulle ricaricabili a pi\u00f9 gap: bassa penetrazione delle flotte, sviluppo non ancora sufficiente delle<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"5179\" data-end=\"5209\">infrastrutture di ricarica<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>e prezzi della ricarica. Oggi la quota di ricaricabili (BEV+PHEV) \u00e8 all\u201911,3%, mentre le sole elettriche pure sono al 5,2%: numeri che, per UNRAE, spiegano perch\u00e9 servano interventi mirati e non soluzioni \u201cuguali per tutti\u201d.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"5474\" data-end=\"5538\">La richiesta finale: meno burocrazia e una \u201cnuova narrativa\u201d<\/h3>\n<p data-start=\"5539\" data-end=\"5994\">Il filo rosso \u00e8 uno: regole prevedibili, semplificazione e strumenti coerenti per non creare una transizione a due velocit\u00e0. UNRAE chiede anche una \u201cnuova narrativa\u201d che superi le contrapposizioni tra tecnologie e rimetta al centro l\u2019evidenza dei dati.
