Per<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"739\" data-end=\"753\">Stellantis<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>il nodo \u00e8 la sostanza, non lo slogan: senza una strategia orientata alla<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"827\" data-end=\"839\">crescita<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>e misure immediate per sostenere la transizione, diventa arduo giustificare nuovi<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"922\" data-end=\"938\">investimenti<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>nel continente.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"996\" data-end=\"1061\">Che cosa cambia nel 2035: non pi\u00f9 \u201czero\u201d, ma taglio del 90%<\/h3>\n<p data-start=\"1062\" data-end=\"1477\">La Commissione propone di rivedere il post-2035: obiettivo di riduzione del<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"1138\" data-end=\"1145\">90%<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>delle emissioni allo scarico (base 2021) e un 10% \u201ccompensabile\u201d lungo la catena del valore. In questo spazio entrano<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"1264\" data-end=\"1286\">acciaio low-carbon<\/strong>,<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"1288\" data-end=\"1299\">e-fuels<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>e<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"1302\" data-end=\"1319\">biocarburanti<\/strong>, con l\u2019idea di affiancare pi\u00f9 soluzioni tecniche all\u2019elettrico, purch\u00e9 il bilancio complessivo di CO\u2082 resti coerente.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"1479\" data-end=\"1551\">Il nodo dell\u2019auto \u201cdi massa\u201d: accessibilit\u00e0 prima della tecnologia<\/h3>\n<p data-start=\"1552\" data-end=\"1932\">Filosa insiste sull\u2019<strong data-start=\"1572\" data-end=\"1589\">accessibilit\u00e0<\/strong>: se l\u2019auto elettrificata resta troppo cara, la transizione perde trazione.<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"1665\" data-end=\"1679\">Stellantis<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>sostiene che il pacchetto, cos\u00ec impostato, non aiuti davvero a produrre veicoli \u201cper la grande maggioranza\u201d dei clienti; e senza volumi \u00e8 pi\u00f9 difficile sostenere piattaforme, software e riconversioni industriali.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"1934\" data-end=\"2007\">Furgoni e piccole imprese: la transizione che pu\u00f2 fermare le flotte<\/h3>\n<p data-start=\"2008\" data-end=\"2464\">Il capitolo pi\u00f9 sensibile riguarda i<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"2045\" data-end=\"2076\">veicoli commerciali leggeri<\/strong>, che muovono l\u2019economia quotidiana di PMI e logistica. Il gruppo segnala l\u2019assenza di una roadmap credibile e chiede pi\u00f9<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"2198\" data-end=\"2219\">flessibilit\u00e0 2030<\/strong>: scadenze troppo ravvicinate, unite a costi elevati e infrastrutture ancora disomogenee, possono spingere molte aziende a rinviare gli acquisti, rallentando anche l\u2019impatto ambientale del ricambio flotte.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"2466\" data-end=\"2524\">Costi, concorrenza asiatica e neutralit\u00e0 tecnologica<\/h3>\n<p data-start=\"2525\" data-end=\"2904\">Il CEO lega clima e industria: una transizione percepita come rigida aumenta l\u2019esposizione ai competitor che beneficiano di energia pi\u00f9 economica e catene di fornitura integrate. Da qui la richiesta di<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"2727\" data-end=\"2753\">neutralit\u00e0 tecnologica<\/strong>, includendo dove ha senso anche ibridi evoluti e motori compatibili con<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"2826\" data-end=\"2837\">e-fuels<\/strong>, per tagliare CO\u2082 senza perdere volume produttivo nel frattempo.<\/p>\n<h3 data-start=\"2906\" data-end=\"2969\">\u201cLocal content\u201d: la partita che decide la filiera europea<\/h3>\n<p data-start=\"2970\" data-end=\"3390\">Altro tassello: la definizione di<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"3004\" data-end=\"3021\">local content<\/strong>. Senza criteri chiari su componenti strategiche e valore aggiunto, l\u2019Europa rischia di ridursi all\u2019assemblaggio, con tecnologia e margini altrove. Per Stellantis, chiarire \u201cche cosa \u00e8 europeo\u201d non \u00e8 un dettaglio: \u00e8 il modo per difendere la catena del valore e orientare gli investimenti su batterie, componentistica e materiali.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"3392\" data-end=\"3465\">Le leve UE: batterie e semplificazioni, ma per Stellantis non basta<\/h3>\n<p data-start=\"3466\" data-end=\"3944\">Bruxelles mette sul tavolo strumenti industriali, a partire dalle<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"3532\" data-end=\"3544\">batterie<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>con il \u201cBattery Booster\u201d da 1,8 miliardi (fino a 1,5 miliardi in prestiti agevolati ai produttori di celle). In parallelo, l\u2019\u201comnibus\u201d promette tagli a costi e burocrazia per aziende e amministrazioni. Ma la tesi di Filosa \u00e8 che, senza una rotta credibile per la<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"3808\" data-end=\"3820\">crescita<\/strong>, anche queste leve restano troppo deboli per trattenere produzione e R&amp;D in Europa.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"3946\" data-end=\"4007\">Il confronto politico: il pacchetto va ancora approvato<\/h3>\n<p data-start=\"4008\" data-end=\"4513\">Le proposte non sono legge: devono passare dal confronto con Stati membri e Parlamento europeo, in un clima gi\u00e0 polarizzato. Da una parte c\u2019\u00e8 chi vede la flessibilit\u00e0 sul<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"4179\" data-end=\"4187\">2035<\/strong><span class=\"apple-converted-space\">\u00a0<\/span>come un compromesso \u201crealista\u201d per evitare traumi industriali; dall\u2019altra, diverse organizzazioni ambientaliste parlano di arretramento e temono un rallentamento dell\u2019elettrico. In mezzo, i costruttori restano divisi su quanto spazio concedere a compensazioni e carburanti alternativi.<span class=\"apple-converted-space\">\u00a0<\/span><\/p>\n<h3 data-start=\"4515\" data-end=\"4600\">Che cosa chiede Stellantis: regole stabili e un patto su competitivit\u00e0 e lavoro<\/h3>\n<p data-start=\"4601\" data-end=\"5074\">Dalla posizione del gruppo emerge una richiesta: regole stabili, obiettivi coerenti con il mercato, strumenti per abbassare i prezzi e sostegno mirato dove la transizione \u00e8 pi\u00f9 complessa, a partire dai<span class=\"apple-converted-space\">\u00a0<\/span><strong data-start=\"4803\" data-end=\"4818\">commerciali<\/strong>.
